POLYCENTRIC NETWORKS OF CITIES AND SETTLEMENTS AS A TOOL FOR BALANCED REGIONAL DEVELOPMENT OF BELARUS (ON THE EXAMPLE OF THE BREST REGION)

The article considers the solution of the scientific problem of overcoming spatial imbalances in the regional development of the Republic of Belarus through the prism of architectural and urban planning. It is proposed to strengthen the existing monocentric model of the territory organization with a polycentric one, through the formation of polycentric networks of cities and settlements. On the example of the Brest region, the methodology of designing a polycentric network of settlements as a whole spatial structure is developed and tested. The author proposes a hierarchical network model – a polycentric framework of the republic, which includes three levels of reference centers with differentiated functional and planning specialization (macro level). The paper describes pilot projects that activate the potential of regions, the functional specialization of nodes, and the implementation of the concept of polycentric networks (using the example of the Brest region). The paper also outlines approaches to improving the rural settlement system and the mechanisms for implementing them. The results of the work represent directions for the theoretical and practical rethinking of urban planning and design approaches in the adjustment of schemes of territorial organization, the development of strategies for the spatial development of cities and regions, master plans for cities, and the formation of state policy for balanced spatial development.
