Abstract

Small business in recent decades has established itself as an important independent segment of the economy. According to the UN, up to 90% of all companies in the world belong to small and medium-sized businesses, providing 70% of jobs and creating about 50% of GDP. However, in the countries of the Eurasian Economic Union (EAEU), despite the adoption of state development programs and the expansion of forms and instruments of state support, its contribution to the economy not only does not increase, but also periodically decreases. This situation indicates, on the one hand, the instability of the economic situation, the imperfection of the regulatory framework and high administrative pressure, and on the other hand, the low effectiveness of state support measures that do not always meet the needs of small enterprises, and the need to reformat them, taking into account the possibilities of digitalization of the economy. The article substantiates the need for new forms of support for small businesses and proposes a methodology for assessing the effectiveness of the measures being implemented. On the basis of extensive statistical material, the trends and problems of small business development in the EAEU countries in modern conditions are revealed, the effectiveness of measures to support it is assessed, and new innovative forms of support are described.
