DEVELOPMENT OF A MODEL OF THE TRANSPORT AND LOGISTICS SYSTEM OF NAMANGAN REGION

Abstract

The article examines the role of the transport-logistic system of the Fergana region and its development in the country's economy. Directions for improving transport and innovative solutions to increase the export and import potential of the region in the logistics business. The analysis of the foreign trade turnover of international cargo transportation and incentives for increasing the volume of transport and logistics services, taking into account the regional features of the Fergana Valley, are given. The main types of the problem of achieving technical re-equipment and modernization of the transport complex as a whole. Prospects for development until 2030, the development of the transport and logistics sector in these areas is associated with the implementation of mega-projects and digital transformation of obtaining high economic efficiency and security in ensuring the availability of transport services, guaranteeing social stability, the development of interregional ties and the national labor market, as well as the uninterrupted nature of the provision of transport services. The transport and logistics sector of Uzbekistan is actively developing taking into account and creating a network of "Dry Ports" and TLCs of large logistics hubs in Pap (Namangan) and Akhsikent, which will serve the increased flow of goods, the region seeks to become a transit hub, attracting international players, but local companies are still lagging behind world standards, which leads to the preference of foreign logistics operators. The state of the transport and logistics system of the Republic of Uzbekistan is in the phase of digital transformation and infrastructure expansion.

The development of the country's transport complex is carried out in the direction of transport security and the introduction of digital logistics systems, stimulating national transport operators capable of establishing effective interaction between multimodal transportation, as well as providing 3PL services and higher, gives impetus to the development of the industry. The author proposes the author's model IMR-TLS-NAM (Integrated Multimodal Regional Transport-Logistics System – Namangan) based on the principles of dynamic programming, multimodality and predictive analytics. Its key difference is the integration into a single calculation loop not only of direct and indirect costs, but also of proactive risk management, taking into account regional specifics. The model is aimed at minimizing generalized logistics costs while ensuring the system's resilience to external shocks. Creation of favorable conditions for national transport and logistics organizations in the formation of the market of transport and logistics services. The model for solving the problem of the "bottleneck" can be solved by the author's model using the above parameters as the main limitation in dynamic route programming. Using the example of the loading threshold of the Pap node (35 thousand tons per day) or the Kamchik pass, the system automatically offers alternative temporary schemes (consolidation of goods in warehouses in Namangan until the load is reduced, or redirection of flows through Uchkurgan to Kyrgyzstan bypassing Kamchik along the route Namangan – Uchkurgan – (KR) – Talas – (KZ) and further).
