Abstract

This article presents a regional development paradigm focused on an effective model for the socioeconomic development of a cross-border region and incorporating a set of tools that foster and improve mutually beneficial connections, interrelations, and complementarities between elements of the regional economy, all structured in a hierarchical manner. In today's context, the intensification of economic integration and the level of institutional development influence regional economic growth. The article examines institutional systems for regions with transitional and developed economies.

The economic development of cross-border regions is linked to resource availability, transit flows, and innovation. A cross-border region is defined as an open mesoeconomic system in which resource potential and the institutional environment interact with external integration processes, shaping a sustainable trajectory of socioeconomic development. The article highlights trends and organizational structures that shape the development of regional economies. These include strengthening cross-border regionalization and integration, developing cross-border flows and economic openness, digitalization of cross-border interactions, development of transport and logistics systems, increasing complexity of the structure of economic ties, uneven and asymmetric development, and the strengthening role of the institutional environment.

Technological advancement and digitalization are changing the spatial organization of territories. Reducing freight delivery times reduces transportation costs. At the same time, the potential of space is increasing through the involvement of new activities in economic circulation, deepening the territorial division of labor, and building new value chains. This approach to spatial development is used to address the socioeconomic challenges of territorial development. A systematization of approaches to the formation of cross-border regions has been conducted, based on which interconnected factors have been identified: agglomeration processes, transport and logistics infrastructure, innovation flows, transit potential, and the rational distribution of productive forces. A system of principles for the development of cross-border regions has been developed: the principles of integration, openness, alignment of interests, systemic approach, spatial balance, infrastructure provision, innovation and digitalization, institutional sustainability, mutual benefit, and adaptability. The paradigm shift in the development of cross-border regions is part of a global economic process associated with increased integration, digitalization, and spatial transformation of the economy.
