CONCEPTUAL AND CATEGORICIAL APPARATUS OF ENERGY SECURITY: SYSTEMATIZATION, CLASSIFICATION AND AUTHOR'S APPROACH

The article presents a critical analysis of the conceptual and categorical framework of energy security based on 40 definitions selected from Russian and foreign scientific sources, official documents, and analytical reports of international organizations covering the period from 1976 to 2023. The aim of the study is to systematize existing approaches to defining energy security, identify their key strengths and methodological weaknesses, and develop a universal definition oriented to the needs of integration unions, in particular the Eurasian Economic Union (EAEU). The methodological basis of the research includes classification analysis and the construction of a correspondence matrix based on two independent criteria: the nature of threats (geopolitical, economic, technical, environmental) and the methodological approach (descriptive, normative, analytical). The analysis revealed both the most developed and, conversely, lacunar areas in the existing conceptual framework. It was found that economic definitions, despite their wide prevalence and recognition of the importance of price and market aspects, are represented exclusively by the descriptive type and contain neither clear normative criteria for acceptable price levels or energy costs, nor analytical mechanisms explaining the causal relationships between economic processes and energy security. Based on the identified methodological gaps, the author's definition of energy security is developed, integrating descriptive, normative and analytical components and taking into account the specifics of integration unions, including the different positions of energy-exporting and energy-importing countries. The proposed definition can serve as a methodological basis for constructing a system of quantitative assessment and monitoring of energy security within the EAEU.
