Abstract

Urban development policy in the Republic of Belarus is aimed at ensuring the comfort of the urban environment for human habitation, improving the quality of construction projects, and the environmental sustainability of cities and rural settlements.

The article outlines certain current issues of urban development policy, as well as priority areas for the development of the construction industry of the Republic of Belarus, which are also considered in the draft Strategy for the Development of the Construction Complex until 2035.

These are issues of development and implementation of new social standards and a system for assessing the quality of the urban environment and quality of life for populated areas (as examples in Belarus, the proposed key goals and indicators with indicators of the effectiveness of city development, developed and approved within the framework of pilot projects, including the "Strategy for Spatial Development of Brest until 2050", KPI indicators in the concept of the smart city "Brest SymbioCity" within the framework of the UN project "Green Cities", carried out in accordance with the National Action Plan for the Development of Green Economy in Belarus. Of interest is the Russian methodology for forming an index of the quality of the urban environment, which allows identifying the competitive advantages of cities and, at the same time, the limitations that hinder their development. The methodology is designed to determine the quality of the urban environment of cities by calculating and assigning them an index of the quality of the urban environment. The next block of issues is complex development within the boundaries of agglomerations and suburban areas of large and large cities. To implement this approach, urban development projects of general and special planning are being developed in the Brest region. The project of

the suburban zone of the regional center (within a radius of 15–20 km, including the satellite town of Zhabinka) has been approved. The project of the suburban zone defines territorial reserves within the boundaries of rural settlements for estate housing construction in the interests of the city-center and rural areas of the suburban zone of Brest.

Increasing the energy efficiency of constructed objects during integrated development. It is proposed to take a comprehensive approach to the design and construction of not individual energy-efficient houses, but an entire city block or district. This approach allows for efficient development and savings due to the compactness and multifunctionality of development, the orientation of groups of buildings to maximize the potential of solar energy, the efficient use of utility networks, renewable energy sources and local types of fuel.

The implementation of pilot projects in the Brest region will allow testing the tasks set by the government to improve the quality of the environment of populated areas, make them competitive and answer a number of questions related to their implementation.
